Who Is NCALA?

Established in 1994 as the state partner of Argentum, the North Carolina Assisted Living Association (NCALA) is a non-profit trade association governed by a Board of Directors and association bylaws. We represent more than 250 providers with ~15,000 assisted living residents in Adult Care Homes and Family Care Homes across the state. Additionally, NCALA also represents 95+ Partner Members that provide goods and services for our Provider Members. Our members focus on serving seniors and frail elders.

We have four primary functions:

  • Political Advocacy,
  • Regulatory Support,
  • Communication of Issues, and
  • Education and Training.

NCALA is regularly consulted by state regulators and legislators to provide expert advice and insight into policy development. NCALA continues to be at the table on behalf of our entire membership, discussing current issues such as: Medicaid Transformation, Certificate of Need (CON), development and implementation of Chapter 13F/G rules, and others.

We are the largest provider of state-approved Assisted Living Administrator Certification training, and we have many talented and dynamic administrators and regional directors willing to share their time and expertise with our students.

Other relevant and diverse continuing education is offered multiple times per year, as well as our annual Fall Conference & Trade Show, giving our members the opportunity to earn continuing education credits as needed to stay in compliance.

Tenets that are common to NCALA members are:

  • Communities serve seniors and frail elderly individuals.
  • Cost-effective care that is personalized for individual needs that promotes independence, dignity, and respect for residents.
  • Programming and care that involves family and friends, as appropriate.
  • Provides a safe, residential environment that interacts with, and is a part of, the surrounding community.

NCALA’s Mission

NCALA’s mission evolves with the times, but the core of our mission stays the same: To support quality assisted living by working for a business environment that respects the needs of both assisted living providers and the consumers who utilize their services.

Frances Messer, President & CEO

Frances Messer, RN, BSN, has more than 50 years of healthcare experience. She is a graduate of Western Carolina University. Frances worked at NC DHHS, DHSR, Adult Care Licensure Section for several years as a state surveyor and trainer immediately prior to becoming the NCALA President and CEO. Additionally, she has worn many hats in the skilled nursing and assisted living industry as a former nursing home owner and Administrator and Director of Nursing. She is also a certified Assisted Living Administrator. Prior to joining NC DHHS, Frances was President of Beacon Health Care Services, Inc.

Ward Conant, Marketing & Communications Manager

Ward joined the NCALA team as a Web developer and print designer in 2004. He graduated from St Andrews Presbyterian College in Laurinburg, NC, in 1992, and has since lived in Houston, TX, and Knoxville, TN, moving back to NC in 2002.

Ward manages NCALA communications and is responsible for our email newsletters and notifications, and the NCALA Web site. He designs and updates our Web site, performs Web site SEO and competitive analyses, manages the NCALA mobile app, updates our social media pages, maintains our network and workstations, and generally keeps all things computer-related running smoothly in our office. He also does all of our print and digital design (business forms, brochures, letterhead, business cards, signs, flyers, banners, displays, all Fall Conference-related Web sites and graphic assets, PowerPoint presentations, NCALA advertisements both digital and for print, etc).

Ward was born and raised in Durham, North Carolina.

Karen Brewer, Continuing Education and Member Services Manager

Karen has more than 20 years of diverse experience with non-profits, county and state governments, and outreach education in the public sector. Specifically, the last 10 years have been within the assisted living industry. She is a graduate of Georgia State University. Karen is the AIT Program Director; manages the business office, member database, and member services; coordinates all NCALA continuing education and training events; and is responsible for the planning and implementation of the Fall Conference & Trade Show.
